Make an unsolicited, x402-authorized offer on any @handle, whether or not it is currently listed. The offer carries a payment authorization (upto scheme) captured only if the owner accepts. This is a signed write that authorizes an x402 payment, so it requires both the Authorization header and an X-Payment header.
