List the active delegated signers a grantor has approved, each with its budget, amount spent, remaining balance, and expiry. Use this to audit which ephemeral keys currently hold spending authority. Optionally pass a grantor query parameter to scope the list to a specific grantor cryptoId. Requires a signed request (per-action Ed25519 wallet signature).
